H.B. 2539  RELATING TO THE ENVIRONMENTAL RESPONSE        LRE, WAM
HD2        REVOLVING FUND
        Increases the environmental response tax on petroleum
        products from five cents to an unspecified amount per
        barrel.  Expands the uses of the environmental
        response revolving fund to support a broad range of
        environmental protection and natural resource
        protection programs.

H.B. 2615  RELATING TO HAZARDOUS MATERIALS               LRE, TIA
        Conforms the State's transportation of hazardous
        materials provisions to federal regulations.

H.B. 2261  RELATING TO VOLUNTEER SERVICES                LRE, WAM
HD 1       Establishes a state volunteer services office within
        the office of the governor.

H.B. 2519  RELATING TO FLEXIBLE SPENDING ACCOUNTS        LRE, WAM
HD1        Requires that all Flexible Spending Accounts
        participants contributions, interest earned, and
        forfeited balances be held in trust outside the state
        treasury so that the assets are outside the reach of

 
        creditors and are used for the benefit of the plan
        participants.  Requires the interest earned on the
        contributions and forfeited balances to be used to
        defray monthly participant fees and other

H.B. 2520  RELATING TO WORKERS' COMPENSATION             LRE, WAM
HD2        Provides alternatives to injured employees who are
        trying to restore their earning capacities.  Sets
        parameters for the use of rehabilitation services.

H.B. 2554  RELATING TO WORKERS' COMPENSATION             LRE, WAM
HD1        Applies the 32-week threshold for triggering
        contribution from the Worker's Compensation Special
        Compensation Fund to permanent partial disability
        cases.  Extends application of section 386-33 (a) &
        (b), HRS, to all cases where injury occurs before
        05/15/82.

H.B. 2555  RELATING TO WORKERS' COMPENSATION SPECIAL     LRE, WAM
HD1        COMPENSATION FUND EXPENSES
        The workers' compensation special compensation fund
        shall be paid from the fund and appropriates moneys to
        the fund.

H.B. 2559  RELATING TO THE HAWAII WORKFORCE          LRE/TIA, WAM
HD1        DEVELOPMENT COUNCIL
        Changes and clarifies the composition of the Workforce
        Development Council, and allows department heads to
        name designees to the council.

H.B. 2549  RELATING TO INDIVIDUAL WASTEWATER SYSTEMS LRE/TIA, WAM
HD2        Delegates the responsibility of regulating individual
        wastewater systems to the counties from the state
        department of health.

H.B. 839   RELATING TO THE GENERAL EXCISE TAXATION   LRE/TIA, WAM
HD1        OF WASTEWATER LEASING
        Exempts from the general excise tax amounts received
        by an operator of a wastewater treatment plant from
        any county.

        DECISION MAKING TO FOLLOW, IF TIME PERMITS.

Persons wishing to testify should submit 30 copies (single sided,
stapled, without holes) of their testimony to the vice-chair's
office, Room 217, State Capitol, 24 hours prior to the hearing.
Testimony may also be faxed if less than 5 pages in length, to
the Senate Sergeant-At-Arms Office at 586-6659 or 1-800-586-6659
(toll free for neighbor islands), at least 24 hours prior to the

being submitted, the date and time of the hearing, and the
required number of copies needed for submittal.

interpreter, wheelchair accessibility, or parking designated for
